I am extremely excited and honored to have been chosen by The Rio Grande Valley Literacy Center (RGVLC) as the Event Chair for the 9 th Annual RGVLC Boots & Bling Gala. This year our theme will be, “Kickin’ Illiteracy Out of the RGV” Please join me as we honor the communities, supporters and the students of the RGVLC. Tis event will recognize the individuals who have fought the odds and have successfully completed one of the RGVLC programs. While you enjoy your dinner, you will hear the stories of the positive impacts the RGVLC has had in the lives of the students that go through the programs.
The success of these students is all due to the selfless contributions of the RGVLC’s Board of Directors, the staff and event sponsors towards the annual Boots & Bling Gala. Come out and enjoy a fun filled evening of dancing to great country music, a delicious dinner prepared by Chef Daniel at The Radisson and bid on fabulous auction items that contribute 100% to the financial support of the RGVLC. The RGVLC began as the “Pharr Literacy Project” with one building in Pharr, Texas – and has grown to fifteen locations. The purpose for the center is to educate the adult communities in cities throughout the RGV – Edinburg, Pharr, McAllen, Mercedes, Peñitas, San Juan and Weslaco. All locations provide the following programs: GED (both in English & Spanish), English as a secondary language, computer literacy, English Club and U.S. Naturalization Classes.

▪ According to the Texas Center for the Advancement of Literacy and Learning, Hidalgo County
has an illiteracy rate of 50%.
▪More than 65 % of all state and federal corrections inmates can be classified as low literate or
illiterate.
▪The National Institute of Health reports that the greatest factor in a child’s educational achievement, is not the school they attend or the neighborhood they live in but the education of
their mother.
▪Low-literate parents, particularly mothers, are more likely to exert a positive influence on their
children’s academic achievement when they are able to enhance their own literacy skills (Office Educational Research and Improvement (OERI) of the U.S. Department of Education). ▪According to 2013 Census Data, 38% of adults do not posses a high school diploma. If the current
adult population for Hidalgo County is approximately 550,000, that is 209,000 people. ▪ According to the Intercultural Development Research Association, the current drop-out rate for
Hidalgo County is 32%.
▪High school dropouts are less likely to find a job and earn a living wage, and more likely to be
poor and suffer from a variety of adverse health outcomes (Rumberger, 2011). ▪ High school dropouts are more likely to rely on public assistance, engage in crime and generate
other social costs borne by taxpayers (Belfield & Levin, 2007).

HARLINGEN — Fourteen vied for a coveted crown yesterday.
And while only one had it placed carefully on her head by the end of the competition, all involved were winners and they certainly seemed as though they had fun, too.
The sixth annual Ms. South Texas Senior America Pageant for ladies 60 years and older, is meant to support the positive aging of amazing and brave women.
Throughout the entire afternoon, the Harlingen Municipal Auditorium was packed full of enthusiastic family and friends of the contestants who cheered loudly at seemingly every opportunity.
But, the biggest cheers came at the end, of course, when the winners were announced.
Brownsville’s Neida Ruth Grantland earned the title of 2019 Ms. South Texas Senior America winner. The retired educator who served as a principal with the Brownsville Independent School District is very involved in church and community organizations. Her lengthy list of accomplishments and involvement was described as she walked around the stage in her evening gown.
Later, she sang and tap danced to the Frank Sinatra classic, “You make me feel so young.” Interviews with all the contestants were held prior to the event on stage yesterday afternoon.
Brownsville women were the big winners taking three of the top five spots. The first runnerup was Maria Linda Gonzalez Janis of Brownsville. The second runnerup was Mission’s Connie Garza and the third runnerup Margarita Pizano Flores, also of Brownsville. The fourth runnerup was Harlingen’s Velma Gonzalez Torres.
